5.  ਫੈਸਲਾ Brief History This is LS category consumer and the bills issued to him for the month of 11/2011 and 12/2011 were of minimum charges by treating this unit as power intensive unit by ASE/CBC,Ludhiana. As per the report of ASE/CBC Ludhiana the consumer had installed induction billet heater in his premises from 11/2011. This case was kept pending on the request of consumer as issue regarding billet heater load as power intensive of non power intensive was being heard in PSERC,Chandigarh. Proceedings This case was earlier heard on 30.5.14 and 23.6.14 and both these meetings were attended by Sh. Kamlesh Kumar who also attended today’s meeting. In the first meeting held on 30.5.14 he had requested that he wanted to submit petition and the case was deferred on the request of the petitioner. In the next meeting dt.23.6.14 he pleaded that he did not have the copy of C/C 27/2014 and therefore, he could not submit the petition. A copy of the circular was given to him and the case was deferred again on consumer’s request. On dated 4.7.14 petitioner intimated that he is not in the position to submit the petition as the owner of company has gone abroad. CE/Commercial,Patiala has issued C/C 27/14 vide which all LS consumers where induction billet heaters/Surpace hardening machines are installed shall be treated under PIU category. During the hearing of this case earlier, as per the directions of ZDSC, this premises was checked by ASE/enforcement-II,Ludhiana along with ASE/OP,Estate Divn.Ludhiana jointly, vide ECR no.42/893 dated 4.9.12. As per this LCR consumer had installed 2 no. crank shaft induction hardening machines in his premises, having capacity as 200 KW and 225 KW respectively. Observation Committee deliberated the case and observed that consumer has installed induction hardening machines in his premises as per the joint report of ASE/Enforcement-II and ASE/operation, which is covered under PIU category. Decision After detailed deliberation, committee unanimously, decided that the amount charged to the consumer is correct and recoverable. It was further decided that the interest/surcharge may be refunded/charged as per rules and regulations of PSPCL. .
