5.  ਫੈਸਲਾ Sh. Rajinder Pal Goel brother of Sh. Rishi Kumar attended the meeting. This consumer was charged Rs 592904/- as per the checking of Sr.Xen/Enforcement, Bathinda on dt 7.9.12 made vide LCR No-6/1419 dt 7.9.12. As per this LCR the meter was found slow by 34.68% & on investigation by Sr.Xen/ Enforcement, it was observed that the potential & CT wires of Blue Phase were found interchanged & the same was depicted on the diagram made on ECR also. After correcting the connections, the working was again checked & found the results within permissible limits. It was told by PO that in 7/05 the meter was changed vide MCO No-70/30 dt 7.6.05 as the consumer had enhanced his load from SP to MS category under VDS scheme & LT/CT meter was installed. The committee during earlier meeting had called the sealing record of this meter from the focal point division, Ludhiana & it was observed that the seal no- J 1426 found on the MCB during checking dt 7.9.12 & on MTC belong to Sh. G.S. Mariya (JE) of focal point division, Ludhiana. ASE/Focal Point confirmed in writing to the committee that in 7/05 after installing the CT-meter, advice was sent to the computer centre with meter capacity as 100/5 & CT ratio as 100/5. It was also confirmed by ASE/FP that after installing the CT meter in 7/05 till the date of checking i.e. 7.9.12 as per record the working of meter as well as connections were not checked by any officer of Distribution/Enforcement organization. After detailed deliberations committee unanimously decided that the amount charged to the consumer was OK & recoverable. Consumer requested the balance amount may be recovered in 25 installments. Committee allowed 20 numbers of monthly installments along with interest on reducing balance, with first installment of 25%. Committee further decided to initiate disciplinary proceedings against the concerned official/officer i.e. JE-II/JE-I who failed to check the connection and detect the wrong connections for such a long period of five years. Consumer may be informed accordingly.

1 Fri 16, Nov 2012  The case was deliberated & the JE-2 Sh. G.S.Marria, who had originally sealed the meter on dt: 9.7.05 was called to present the MSR, where the meter sealing entry was made. He promised to present the same to the committee in the next meeting. The case was deferred.
