4.  ਵਰਨਣ The bill for 8/10 was also revised as per DDL printout. The renew printout did not agree with the revision made by ASE/OP Focal Point & directed to charge additional units of 23783 for 7/10 & 8/10.
5.  ਫੈਸਲਾ Sh. Indermeet Singh & Sh. Jaspal Singh attended the meeting. This consumer was charged Rs 1,22,610/- as per half margin no: 107 dt: 5.3.12 issued by revenue audit party. This amount relates to the month of 7/10 & 8/10. The meter of this consumer showed abnormal consumption of 453371 units in 6/10. The consumer challenged the meter which was changed vide MCO no: 10/39756 dt: 2.7.10 effected on 27.7.10. The changed meter was taken to ME Lab & as per ME report dt: 17.8.10 the results were found within permissible limits. The bill for the month of 6/10 was revised to 12565 units which was the actual consumption recorded in 4/10, because the reading was not available in the DDL printout. But the bill for 6/10 & 7/10 were revised, as per the readings available on DDL printout. The bill for 8/10 was also revised as per DDL printout. The renew printout did not agree with the revision made by ASE/OP Focal Point & directed to charge additional units of 23783 for 7/10 & 8/10. The consumer pleaded that he was running a dyeing unit & his consumption during the month of May, June, July & August is comparatively much lesser as compared to other months keeping in view the seasonal nature of industry. Therefore he pleaded that average charged should be revised. Committee deliberated the case, studied the consumption pattern of the last 5 years & unanimously concluded that after the meter reading had jumped in 6/10, the subsequent readings in the DDL printout till the change of meter cannot be relied upon. The average per month consumption of year-2011 was calculated, which comes 20480 units. In order to be fair to consumer, committee unanimously decided that bills for 6/10 & 7/10 may be revised by taking the average consumption of 20480 units per month. The bill issued to the consumer for 8/10 is for 11587 units on average basis, which should not be changed, because average taken by the computer is very near to the actual, because after the change of meter on 27.7.10 11/11 the consumption for 12 days is 4116 units, which if converted to one month is very near to average already taken. Revised calculation should be made & consumer should be informed accordingly.
