5.  ਫੈਸਲਾ The case came up for hearing before the committee again on 12-10-12. Er. Karamjit Singh Khehra, Dy. CE/DS Circle Nawanshehar presented the case before the committee for discussion. Sh. Balwinder Singh Saini, Sr. Manager Maintenance, GNA Enterprises Ltd. was present before the committee on behalf of the consumer. Sh. Balwinder Singh Saini has represented that their manufacturing process involves the billet heating in intermittent and not continuous heating process. This contention of the consumer is not tenable and justified, as all types of induction heating has to be treated as power intensive units. He has not been able to put forth anything to prove that it is not power intensive unit. He has also not been able to differentiate the definition of billet heating and nothing has been brought out to take out the case outside the ambit of CC No. 28/2012 dated 06-09-12. To be candid, the instructions of the CC No.28/2012 dated 06-09-2012 reproduced as under:- “All the large supply consumers having Billet Heater Load upto 25 per cent of connected load or 500KW, whichever is higher, may be considered as General Category Consumers.” Accordingly CC No. 38/2009 stands amended to that extent. These instructions are applicable w.e.f. 24-12-2011 and will remain applicable till any further directions of Hon’ble PSERC in this regard. The Committee decides that the demand raised against the consumer is fully justified and covered within the above instructions and the account of the consumer may be overhauled and the amount be charged alongwith interest accordingly.

1 Fri 21, Sep 2012  The case came up for hearing before the committee on 26-08-12. Er. Karamjit SinghKhehra, Dy. CE/DS Circle Nawanshehar presented the case before the committee for discussion. Sh. Vijay Arora, Asstt. General Manager, GNA Enterprises was present before the committee on behalf of the consumer. He submits that he may be given an opportunity to submit his detailed representation before the ZDSC in this case. The consumer’s representative is directed to submit his representation alongwith Power of Attorney within four days to the Chairman, ZDSC-cum-CE/DS(North, PSPCL, Jalandhar with a copy to Dy. CE/DS Circle Nawanshehar for his comments. Dy. CE/DS Circle Nawanshehar will submit his comments on the representation/petition of the consumer within 7 days to all the members of ZDSC.
In the interest of justice, this case is deferred to the next date.
