5.  ਫੈਸਲਾ 1. According to consumption data the meter of the consumer recorded erratic / low consumption since its installation i.e.2/2007 and was finally changed on 10/2009 when the consumer extended load on dated 26.8.09. 2. Committee also observed that the average of 3379 units recommended to be charged by audit party is also not in order being calculated on the base period of three phase meter installed after the extension of load. 3. Committee decides that in order to be fair with consumer as well as PSPCL, the average for the period from 2/07 to 26.8.09 (date of extension) may be charged by applying LDHF formula on the basis of 30 days, 20 hrs being non residential continuous process like petrol pump and hospitals etc, taking sanctioned load 8.920KW and remaining period may be charged with the same formula but taking sanctioned load 19.90KW. Amount already deposited by the consumer may be adjusted. Balance amount may be recovered alongwith interest/surcharge applicable as per rules.
