5.  ਫੈਸਲਾ The case came up for hearing before the committee again on 06-07-12. Er. Gopal Sharma, SE/DS Circle Jalandhar presented the case before the committee for discussion. Sh. Rajesh Chawla S/o Sh. V.K. Chawla was present on behalf of the consumer before the committee. The meter under consideration was replaced on 08-11-2011 with initial reading 003. At the time of taking reading by the Meter Reader on 11-12-11, new installed meter was also found burnt and the same was replaced on 11-01-2012. When this burnt meter was sent to M.E. Lab. Jalandhar, it was reported on 30-05-2012 by ME Lab. Jalandhar that the reading of this burnt meter was found 053185. The meter was installed on 08-11-11 and removed on 11-01-12, so the consumption of 053185 units is not possible for a period of 62 days. From which, it is clear that this case is a meter jumping, as the consumption of the consumer when compared with the consumption data for the last two year. The consumption data of the consumer for the month of January, 2012 to April 2012 has also been checked by the Committee today i.e. 06-07-2012 from the original bills produced by the consumer before the Committee (photo copy of the bills placed on record), it has been found that the consumption of the consumer was not more than 4205 units per month. In the interest of justice, keeping in view the average consumption of the consumer i.e. 4205 units and LDHF works out on the basis of the sanctioned load comes out to be 5280 units per month. Accordingly, it is decided that the account of the consumer may be overhauled on the basis of LDHF i.e. 5280 units per month for the period from 08-11-2011 to 11-01-2012. Interest/refund on the recoverable/refundable amount may also be recovered/ refunded as per rules/instructions of PSPCL.
