5.  ਫੈਸਲਾ 1. The petitioner is having SP connection bearing account no SP 38/634 in the name of Sh Shankar Rai Gupta with sanctioned load of 19.98 KW. 2. The meter of the consumer was burnt and consumer deposited Rs.1910 as cost of meter vide BA 16 No.281/934 dt 23.7.12. The meter was changed vide MCO No.122548 dt 23.7.12 and the same was got checked in ME Lab vide store challan no 120725 dt 8.8.12. As per ME report the final reading of the meter was 439047 whereas the old reading of the meter was 238971 hence the difference 200076 units was charged to the consumer and a supplementary Bill of Rs.1182090 was issued to the consumer. 3. The consumer challenged the amount and requested to CE/Central to list the case in Zonal DSC. The consumer deposited 20% of disputed amount of Rs.118210/- vide BA16 No.542/936 dt 30.10.12. Proceedings ZDSC heard this case on 16.11.12, 3.12.12and finally on 3.1.13 when the case was closed after passing speaking order. In the ZDSC meeting held on 3.12.12 the consumer requested to the committee his representation submitted at the time of registration of his case may be considered as his petitionin which he stated that his monthly consumption was per month from 1700 to 2100 units it was never possible to consume more than 2 lacs units in one month. If a load of 19.98 KW runs 24 hours in a day and all 30 days of the month reading should be nearly 14000 units. He further stated that his new meter installed in july showing the reading of 2939 units as on 16.10.12. PO in his reply has stated that As per ME challan final reading of the meter was 439047 and whereas the old reading of the meter was 238971 and the difference of 200076 units has been correctly raised. Conclusion. After going through the relevant record, It was decided by the committee the account of the consumer may be overhauled from January 2012 to the date of replacement of meter on the basis of recorded consumption from 7/11 to 12/11.
