5.  ਫੈਸਲਾ Sh. Mohit Madhok & Sh. Mandeep Sahi attended the meeting. This Consumer was charged Rs 201106/- . This connection was checked by ASE/Enforcement-I, Ludhiana vide ECR No-4/405 dt: 3.10.12. As per this ECR the reading could not be taken as its display & pulse indicator was found to be off. The meter was changed subsequently vide MCO No 114949/4394 dated 5.10.12 effected on 10.10.12 & taken to ME Lab vide store challan no: 53151 dt: 11.10.12. As per ME Lab report, the meter reading was not available on AC supply as well as on DC mode. The accounts of consumer were overhauled from 5/12 to 9/12 based on the recorded consumption of same months of previous year. Consumer in his oral & written pleadings submitted that the production during the year 2012 i.e. from May to September was much lesser as compared to same period of previous year & also presented copies of balance-sheet for the year 2010-11 as well as 2011-12 & also the sales figures for the year 2012. Committee after detailed deliberations unanimously decided to broaden average base to one year i.e. from 4/11 to 3/12, which comes to 7495 units per month. Therefore the accounts may be overhauled from 5/12 till the date of MCO by taking the average as 7495 units per month. Revised calculations should be made & consumer should be informed accordingly. The balance amount recoverable / refundable, be recovered / refunded from / to the petitioner alongwith interest / surcharge as per instructions of PSPCL.
