5.  ਫੈਸਲਾ Brief History: 1. The petitioner is having NRS connection bearing account no. DF 23/3630 in the name of M/s Reliance Infocom Tower with sanctioned load of 11.20 KW. 2. The Bill for the month of 4/12 issued for 34228 units was challenged by the petitioner. 3. The defective meter was replaced vide MCO no. W53/M/12/116023/0345 dated 21.5.12 effected on 22.5.12. The meter was tested in ME Lab vide store challan no. 120523/47555 dated 30.5.12 and it was reported that the behavior of the meter is erratic and it is internally defective. The consumer was not satisfied with the amount raised on him and requested the office of CE/DS Central Zone Ludhiana for review of his case in ZDSC. On the request of the consumer, the case was registered for hearing vide CE/DS Central memo no.11289/91 dated 31.10.12. The consumer deposited 20% of disputed amount for Rs52298 through ATM Machine. ZDSC heard this case on 16.11.12, 3.12.12, 3.1.13 &and finally on dated 2.2.13 when the case was closed for passing speaking order. Petitioner’s Contention (Written) submitted on 14.12.12 The petitioner submitted his detailed petition in which he contested that the amount charged to him is not correct. He submitted first bill was raised in January 2010 M/s Reliance Infocom, A/c No DF23/3630 and second bill was raised after duration of 16 months and consumption units of 45813 i.e. average of 16 months that becomes 2813 units per month. Reply of presenting officer PO in his reply has made clear that master file for billing in the computerized ledger was sent to computer center in the month of 3/2011 with initial reading 28502 and new reading 74315 with the consumption of 45813 units for the period of 12 months for an average of consumption of 3818 units per month. There is a duration of 12 month not 16 month between the issue of first and second bill. The DDL of the meter was not available. Decision of the committee: - After considering the petition, oral discussion, consumption data submitted by the PO and ME report etc., it is decided that account of consumer may be overhauled from 12/2011 to the date of change of meter on the basis of the average of recorded consumption bi-monthly 6/2011, 8/2011 & 10/2011 i.e. 8789 units, 6651 units and 7271 units respectively. The revised amount recoverable / refundable, be recovered / refunded from / to the petitioner alongwith interest / surcharge as per instructions of PSPCL. The revised notice may be issued to the petitioner accordingly.
