5.  ਫੈਸਲਾ Mrs. & Sh. Deep Kalra alongwith Sh. Sukhminder Singh, Representative of the consumer attended the meeting. The premises of the was consumer checked by ASE/Enforcement-1, Ludhiana vide ECR No- 9/401 dt: 3.8.12 & reported that the meter of consumer was burnt. The meter was checked & taken to ME Lab on dt: 13.9.12. As per ME Lab report, the meter reading could not be recorded on AC supply as well as on DC mode. The accounts of the consumer were overhauled from 4/12 to 9/12 as per the actual recorded consumption of the same months of previous year. The consumer in his written petition pleaded that calculation of the average charged to him for the month of 5/12 & 6/12 is done by taking the recorded consumption of 5/11 & 6/11 which is not correct. Because in 5/11 wrong reading was recorded & average bill for 21007 unit was prepared on I code & similarly in 6/11 the bill for 23681 units was prepared, which was the actual consumption for 2 months i.e. 5/11 & 6/11. Sr.Xen/OP, Sunder Nagar Divn. Ludhiana in his written reply accepted that the accounts of 5/12 & 6/12 were not overhauled correctly, as intimated by consumer in his petition. Committee observed that while making assessment of the amount to be recovered during the defective period i.e. from 4/2012 to 9/2012, the audit party while preparing the Half Margin has not considered the factor that during 5/2011 and 6/2011 in corresponding base period the bills have been raised on basis of I codes where as the actual consumption during the two months is lesser. In view of the above, Committee decides that the average already charged from 4/2012 to 8/2012 may be revised taking the actual consumption recorded during the base period i.e. 4/2011 to 8/2011 and bill raised in the month of 9/2012 on basis of average due to C code may be revised with the actual consumption recorded in new meter instead of average with the corresponding month of previous year. The balance amount recoverable / refundable, be recovered / refunded from / to the petitioner alongwith interest / surcharge as per instructions of PSPCL. Fresh notice be raised in accordance to the above decision.
