5.  ਫੈਸਲਾ Sh. R P S Chawla SDO appeared on behalf of the petitioner. The internal audit party of M. Gobindgarh while auditing issued a half margin No. 63 dated 28.12.06 that NRS tariff is being applied to 3 No. connections GT-52/1363, 64 & 65 while these connections are running for street light purpose. The internal auditor over hauled the above 3 No. accounts of the consumers as per sales regulation 89.6 since 2003 to 11/2006 and charged the difference of stipulated units (AMC). The petitioner in his petition brought to the notice of committee in writing that his electric connections were released by the concerned PSPCL office after inspecting the system, passing of test report submitted by PSIEC under NRS category for which written agreement had been executed between PSIEC and PSPCL and electricity consumption bills have been raised by the Board as per tariff applicable for the NRS category and same has been paid by PSIEC. The P O in his reply to the petitioner conveyed that it is true that connections were released under NRS category but audit party as per sales regulation 89.6 brought to the notice that tariff applicable to these cases is street light tariff rather NRS. So audit party has rightly charged the difference of AMC. The committee after deliberating the case decided that the amount is rightly charged and recoverable as per instructions of PSPCL.
