5.  ਫੈਸਲਾ This case came up for hearing before the committee again on 23-01-2013. Er. Jagmohan Singh, Dy.CE/DS Circle, Hoshiarpur presented the case before the committee. Sh. Chel Singh consumer appeared before the committee in person. Due hearing was given to him. This is a simple case of meter jumping. The consumer has been heard at length. He submits that village Bhambowal is a small village where more than three flour mills are working. The data has been perused and discussed at length. The average of 731 units as charged appeared to be justified and the average to the disputed period be charged as 731 units. The accounts of the consumer be overhauled and charged accordingly.

1 Wed 23, Jan 2013  The case came up for hearing before the committee on 21-12-2012. Er. Jagmohan Singh, Dy.CE/DS Circle, Hoshiarpur presented the case before the committee for discussion. Sh. Chel Singh in person appeared before the committee. He has stated that he has already given his representation on 19-12-2012 to the CE/DS North Zone, PSPCL, Jalandhar which may be considered as representation and he does not want to submit any more representation.

The comments of Dy.CE/DS Circle, Hoshiarpur have already been received in this case. The meter may be got rechecked from ME Lab on loads 0%, 10%, 50% and 100% in the presence of Enforcement as the meter was working on 1,6,7 & 8 August,2012 as per checking report of the Sub-Divisional staff. Meter was also found flickering when the main switch was kept in OFF position. Full details may please be given after testing in ME lab as to how the meter was declared burnt in view of the above checking report.
In this case the meter has already been challenged, why the above details were not checked and results given earlier by SDO/ME and also XEN/Enforcement, should also be explained. The case is adjourned to the next meeting.
