5.  ਫੈਸਲਾ The case has been deliberated at length. The presenting officer has submitted the report vide letter No.5066/68 dated 26-02-2013 that as per ME report, the reading of the meter which was replaced, was showing reading 81502.51. As per ME report when the scroll button of the meter is pressed, the meter shows reading 81502.51 but without pressing the scroll button the reading is shown as 181502.51 Thus, it is apparent that the first digit is not being displayed while taking reading with scroll button pressed. Accordingly, the reading for the month of 4/2012 without pressing the scroll button has been shown 71671 which is correct. The last reading with pressing the scroll button of the meter is 81502.51. Thus the difference comes to 9831 units is consumption from 4/2012 to up to the date of effecting the MCO. Accordingly, the account of the consumer be overhauled and interest charged accordingly as per rules of PSPCL.

1 Wed 23, Jan 2013  The case came up for hearing before the committee on 21-12-2012. Er. Jagmohan Singh Dy.CE/DS Circle, Hoshiarpur presented the case before the committee for discussion. None was present on behalf of the consumer before the committee. The Dy.CE/DS Circle, Hoshiarpur has informed the committee that 20% amount in this case has deposited to-day by the consumer. This case is adjourned to the next date in the interest of justice. The Dy.CE/DS Circle, Hoshiarpur is directed to inform the consumer to submit his representation within 7 days from today and Dy.CE/DS Circle, Hoshiarpur will forward the case within 7 days thereof to the committee. The case is adjourned to next date.
2 Thu 28, Feb 2013  The case came up for hearing before the committee on 21-12-2012 and on 23-01-2013. Er. Jagmohan Singh, Dy.CE/DS Circle, Hoshiarpur presented the case before the committee. The representative of the consumer Sh. Darshan Singh was present and he has invited the attention of the committee to his representation dated 27-11-2012, wherein, he has submitted some formulas for working out the consumption. After deliberations, it is decided that the DDL of this meter be procured and put up. The other assertion of the consumer that the meter reading process applied in different conditions has resulted in erratic reading in this case. The consumption of two towers of similar load be, also, procured and furnished to the committee. The report of ME Lab in this behalf be also procured and put up. In the interest of justice, the case is adjourned to the next meeting.
