5.  ਫੈਸਲਾ The case has been deliberated at length and the record of consumption and also the report of the AEE/Enforcement-I, Jalandhar dated 3-11-2012 has been perused and discussed at length. The facts are clear and the observations arrived with the assistance of ESR meter also corroborates that the meter was slow by 54.7%. In addition, the dial test was also conducted at site as per report of 03.11.2012, which fully proves that the meter was slow at that time. Accordingly the case is decided and the amount is chargeable from the consumer. The accounts of the consumer may be overhauled and charged as per instructions of PSPCL issued from time to time and also with interest thereon.

1 Thu 28, Feb 2013  The case came up for hearing before the committee on 23-01-2013. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar presented the case before the committee for discussion. The consumer has submitted an application for seeking adjournment of the case, which is placed on record. The request of the consumer has been considered. In the interest of justice the case is adjourned to the next date.
2 Wed 20, Mar 2013  again on 28-02-2013. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar presented the case before the committee for discussion. The case has been discussed at length. The consumer has not turned up. This case was adjourned on 23-01-2013 on his request. The consumer stands served a notice for today and was not present despite service and without any intimation. The consumer may be given a final notice in this case. The presenting officer is directed to intimate the consumer to submit his representation, if any, within 7 days of the receipt of notice. The presenting officer shall offer his comments on the representation if so submitted within further 7 days. In the mean time, the DDL of the consumer be also collected and placed on record. The case is adjourned to the next date.
