5.  ਫੈਸਲਾ The case has been taken up today, firstly at 10.00 A.M. and none on behalf of the consumer was present despite service. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar was present on behalf of Powercom. The case has been called up again today at 1.00 P.M. and nobody is present on behalf of the consumer even now. The case has been discussed at length. The facts of this case are that as per report of MMTS No. 10/1432 dated 6/8/12 showed that phase 1 and 3 were blinking while the 2 yellow phase was not blinking. The meter was showing voltage 5951 but the current was being shown as \"0\". By the clip on meter on the yellow phase the value was checked and the phase shows \"0\". The CT/PT was opened and physically it was found that the CTs were OK but the yellow phase of the CT was not contributing. The detailed report of MMTS including DDL has been discussed at length and the meter was found OK but yellow phase CT or the wire connecting from CT was found to be defective. The CT/PT unit was changed on 5-9-12. Finally the conclusions of the ZDSC are that the amount charged in this case for the period 3/12 up to 9/10/12 i.e. when the CT/PT was changed are correct and the consumer be charged along with interest accordingly.

Arun Talwar on behalf of consumer appeared before the committee. He has submitted his application for supplying the documents which has been placed on record and a copy of the same has been supplied to Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar with the direction that the documents asked for in his application shall be supplied to him within 2 days. The consumer is directed to submit his representation, if any, within 3 days to Dy.CE/DS Circle, Jalandhar for comments. In the interest of justice, this case is adjourned for final hearing to the next date.
