5.  ਫੈਸਲਾ The case has been discussed at length and the consumer has not been able to produce any evidence or factual position to rebut the findings that the meter was working properly. The calculation sheet as submitted by presenting officer (SE/DS Circle, Kapurthala) has been discussed in detailed, which has been placed on record. As per report, the consumer has been charged the average of previous year consumption for the corresponding period during which one phase of the meter remained out of circuit. Now it is decided to enhance the consumption recorded during the period under dispute by 50%. Accordingly committee decided to charge the calculated amount for the disputed period and may be checked before charging the consumer. The case is decided accordingly. The interest on the disputed amount may be levied as per instructions of PSPCL.

1 Thu 21, Nov 2013  This case again came up on 31-10-2013 in the meeting. Er. Sandip Kumar Sharma, SE.DS Circle, Kapurthala presented the case before the committee. Sh. Sukhdev Singh owner appeared before the committee alonwith Sh. Manjit Kumar Jain Advocate. Sh. Manjit Kumar Jain Advocate wants to submit detailed representation. He is directed to submit the same within 7 days to SE/DS Circle, Kapurthala with a copy to the Committee and the SE/DS Circle, Kapurthala is directed to submit his comments thereon within 7 days to the committee with a copy to the consumer. He is also directed to obtain a fresh DDL of the meter in question. The case is adjourned accordingly in the interest of justice.
2 Mon 03, Mar 2014  This case again came up on 21-11-2013 in the meeting. Er. Sandip Kumar Sharma, SE.DS Circle, Kapurthala presented the case before the committee. The consumer has not appeared before the committee despite service of notice. In the interest of justice to the consumer the case is deferred to the next meeting.
