4.  ਵਰਨਣ The connection was released vide SCO No. 185/75858 Dated 08/10/2008 by SDO Dharamkot S/D. CT/PT Unit meter is installed at consumer premises of capacity of 10/5 at the time of release of connection. On the report of Additional SE MMTS Moga the CT/PT Unit declared deffective and same was replaced vide SJO no. 66/70137 dated 28/01/2010. CT/PT Unit installed was of 10/5 capacity. But CBC Bathinda starts issuing bill with Multiplying Factor 1.5 instead of 1 from 2/2010. The consumer was allowed to defend his case in ZDSC Bathinda for refund of Rs 18,73,072/-.
5.  ਫੈਸਲਾ After hearing the presenting officer and consumer it was decided that excess payment i.e Rs. 17,38,184/- made by consumer is refundable. Accordingly refund of Rs. 17,38,184/- is decided along with interest/surcharge if any as per instructions of PSPCL.
