5.  ਫੈਸਲਾ The case has been discussed at length. The functioning of the meter has been reported to be slow by 66.64% by ME Lab. As it is beyond the recognized norms, the meter is considered to be defective. In the interest of justice and fair play, it is considered fit that the average of corresponding period of 2012 which comes to 79076 units be considered as base to overhaul the disputed period. Accordingly, it is decided that the account of the consumer be overhauled on the above basis and charged accordingly as per instructions of PSPCL. The interest on the disputed amount may, also, be levied as per instructions of PSPCL.

1 Fri 28, Mar 2014  The case came up for hearing before the committee on 03-01-2014. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar presented the case before the committee. The consumer submitted an application on 02-01-2014 for supplying documents and also for seeking adjournment for today. The request of the consumer has been considered by the Committee and a copy of application submitted by the consumer has been supplied to Dy. CE/DS Circle, Jalandhar with the direction that permissible documents may be supplied to the consumer. The consumer may be directed to submit his detailed representation within 7 days to the Chairman, ZDSC with a copy to his office (Dy.CE/DS Circle, Jalandhar). Dy.CE/DS Circle, Jalandhar will submit his comments within a week’s time after receiving the representation/petition from the consumer.

The case is adjourned to the next meeting.
