5.  ਫੈਸਲਾ Sh. Janak Raj representative of the consumer appeared before the committee. PO told the Committee that Consumer was issued a bill in 8/2012 for 480 units amounting to Rs. 2980/- due to \'I\' Code as the new reading and old reading was recorded 85082 & 2503 respectively so meter was challenged by the consumer by depositing Rs. 450/- vide BA-16 No. 306/6640 dt. 26.9.2012. In 9/2012 consumer was issued bill for 83034 units (85537-2503) amounting to Rs. 559554/-. Meter of the consumer was replaced vide MCO no. 171/4912 dt 26.9.12. EO 26.11.2012. Final kwh reading was recorded 85797. Meter was brought to ME Lab. Ropar vide challan no. 83 dt. 28.2.2013 and results were found ok. PO submitted that consumption of 8/2012 is abnormal as the consumption comes 791 units P.M. as per calculations of LDHF. Site Checking was got conducted from the AEE/Op. concern. Vide LCR 001/117 dt. 3.4.2012 C.L. was found 4.140 KW against the S.L. of 10.98 KW.Consumption data was supplied by PO from the date of 24.11.2011 i.e. D.O.C till up todate, it was observed that consumption recorded before & after change of meter is normal and maximam recorded consumption is 1657 units per bimonthly except during the month Oct./2012. Keeping in view the Connected load of 4.140 KW and recorded consumption, it is observed that consumption of 83034 units recorded in Oct./2012 is not justified. After considering all the facts given by PO and record it was decided that the account of the consumer be overhauled for the recorded consumption during Oct./2012 by taking maximam units of 1657 recorded in Feb./2012. Committee further decided that the balance amount recoverable/refundable, if any, be recovered/refunded from/to the consumer alongwith interest/surcharge as per instructions of PSPCL.
