5.  ਫੈਸਲਾ Sh. Iqbal Inder Singh representative of the consumer appeared before the Committee. PO submitted the Committee that consumer was issued a bill for the period 25.4.2013 to 31.1.2014 for 264007 units ( Consumption of old meter 282661-19635 =263026 units + consumption of new meter 982-1= 981 units) amounting to Rs. 23,31,633/-.As the meter of the consumer was replaced vide mco no. 100000332665 dt. 6.5.2013 EO 16.5.2013 and final kWh reading as per mco was 282661. Meter was brought to ME Lab vide challan no. 439 dt. 26.11.2013 and accuracy was found OK. PO explained the committee that consumer was charged as per 282661 kWh reading vetted by ME Lab. He presented the consumption data from January/2009 to till date. It was observed that consumption from January/2009 to 17.11.2011 is 7578 units (16936-9358) average of which comes 421 units per bimonthly whereas total consumption for the year 2011 was 6063 units in 12 months i.e. 1011 units per bimonthly. It was also observed that In year 2011 meter status was in order. Further it was observed that during the year 2012-13 this consumption was inconsistent, which seems to be due to erratic behavior of the meter. Checking was got done from AEE/Tech-1, Mohali and vide LCR 28/729 dt. 27.3.14. Connected load was found 3.240 KW against the S.L. 11.94 KW and as per detail of load no A.C was found installed. Committee keeping in view the Checking report no. 28/729 dt. 27.3.2014, record produced by the PO and observing the consumption record it was decided that account of the consumer may be overhauled for the year 2012 upto date of replacement of meter i.e. 18.11.2011 to 16.5.2013 @ 1011 units per bimonthly. Committee further decided that the balance amount recoverable/refundable, if any, be recovered/refunded from/to the consumer alongwith interest/surcharge as per instructions of PSPCL.
