5.  ਫੈਸਲਾ Brief History This connection was checked by ASE/Enforcement-3,Ludhiana vide ECR no.32/3315 dated 21.1.4 on the request of AEE(T) as display of the meter was missing. ASE/Enforcement checked the connection on 21.1.14 and observed that the red phase PT of the meter was missing and checked accuracy of the meter with LTERS meter and found to be 27.8% slow. The red phase potential wire which was found sparked was set right and again accuracy of the meter was checked and found to be OK. However, it was directed to change the meter and the meter with load survey should be installed. The account of the consumer was overhauled for 6 months i.e. from 8/2013 to 1/2014 by taking slowness factor as 27.81 %. Proceedings The consumer in his petition submitted that his accounts were not overhauled correctly for 6 months and requested for reviewing the same. In the petition submitted by the consumer he requested that the DDL of the meter should be taken to arrive at the date of missing of potential. PO informed the committee that meter was taken to ME Lab on 17.4.14 and Sr. Xen ME reported that the DDL of the meter could not be taken, because the meter did not have any load survey facility. Observation Committee studied the consumption pattern of the consumer and observed that the fall in consumption was from Sep.2012 and it continued up to the date of checking i.e. 21.1.14. After that the consumption again increased but the accounts of the consumer were overhauled for only 6 month i.e. from August2013 to Jan.2014. Committee also observed that the consumption of the consumer for the year 2009, 2010, 2011 and up to the month of July 2012 was quite high and there is a fall in consumption from Sep.2012. Consumer was show the consumption pattern and he could not give any satisfactory reply regarding the fall in supply in Sep.2012. Decision After detailed deliberation committee observed that in the absence of DDL print out the amount already charged to the consumer for 6 months is correct and recoverable, although the fall in consumption is from Sep.2012. Consumer should be informed accordingly. It was further decided that the interest/surcharge may be refunded/charged as per rules and regulations of PSPCL.
