5.  ਫੈਸਲਾ Brief History This is NRS category consumer having sanctioned load of 09.40 KW. As connection of the consumer was released on 28.4.11 at initial reading of 001 and as per the consumption data submitted, the meter was found dead stop on 19.5.12 by the meter reader i.e. from 4/11 to 5/12 the meter recorded the consumption of only 720 units. After the change of meter, the meter recorded consumption of 39258 units up to 30.6.13. Accordingly, Audit Party treated the meter to be defective from the date of installation and overhauled the accounts by taking the actual recorded consumption after the change of meter vide half margin no.120 on 19.2.13. Proceedings The consumer pleaded that the average charged by the Audit Party was not correct and requested for reviewing the same. During the previous meeting, the PO was directed by the committee to get the load checked. Accordingly, PO produced a copy of LCR no.80/617 prepared by AEE, Sahnewal. As per this LCR 6.889 KW load was found running and supply was also extended to 9 no. chuggies/quarters for labour and the consumer was doing a business of stone crushing. The reading of the meter was found as 27959 units on 9.5.14. Decision Committee, observed that consumption of the consumer was quite high from 6/13 when the meter was changed and as per LCR dated 9/5/14 consumption of 27959 units was recorded. It was unanimously decided that the amount charged to the consumer was correct and recoverable. Consumer should be informed accordingly. It was further decided that the interest/surcharge may be refunded/charged as per rules and regulations of PSPCL.
