4.  ਵਰਨਣ The consumer is having a NRS connection with SL of 15.000 KW (Mobile Tower). The reading for the month 2/2013 was recorded as 186227 units. The consumer was issued bill for 132067 units amounting to Rs.925100/-. The consumer instead of depositing the amount requested CE/DS Central to consider his case for ZDSC. The case was registered in ZDSC vide Memo No 2958/60 dt. 28.3.13 subject to deposit of 20% of disputed amount.
5.  ਫੈਸਲਾ PO explained that the consumer is having a NRS connection with SL of 15.000 KW (Mobile Tower). The reading for the month 2/2013 was recorded as 186227 units. The consumer was issued bill for 132067 units amounting to Rs.925100/-. The consumer instead of depositing the amount requested CE/DS Central to consider his case for ZDSC. The case was registered in ZDSC vide Memo No 2958/60 dt. 28.3.13 subject to deposit of 20% of disputed amount. The case was heard in ZDSC meeting dated 26.4.13, 10.5.13 & finally on 31.5.13 when the case was closed for speaking orders. The petitioner in his petition stated he is having a Tower in village Mallah and as the tower is in a village the supply remains about 8 to 10 hrs daily. He further stated that he was receiving normal bills regularly but in Feb-2013 the meter jumped and recorded a consumption of 132037 units which is not possible by a correct meter. He requested to revise the bill as per average of previous year and the meter may be got checked in ME lab. PO stated that on reviewing the consumption data of the consumer it was observed that the meter was recording less consumption from Jan-2011. The consumption recorded in the month of 3/2011 was 27 units, 7/2012 80 units and 9/2012 161 units. The meter was got tested in ME lab and the results were declared within limits. DDL of the meter was taken and the meter recorded that consumption as for the period 9.2.13 to 9.3.13 3038 units, 9.3.13 to 9.4.13 3624 units and 9.4.13 to 9.5.13 3689 units. The new meter in the premises of the consumer was installed on 9.5.13 at IR 9 and the reading recorded on 29.5.13 was 2765 units thus making consumption 4134 for 30 days. The Committee considered the consumption data of the consumer for the last three years and observed that there is large variation of consumption recorded by the Meter Reader i.e. in year 2010 recorded 34322 units, 2011 recorded 11169 units and in the year 2012 recorded 5686 units whereas the nature of load i.e. mobile tower is almost constant and the expected consumption with the existing load by applying LDHF formula comes out to be 7200 units per bi-monthly. So the recorded consumption 132067 units is correct and it is definitely a case of accumulation of consumption and amount charged is correct and recoverable. P.O. further informed in the meeting that the disciplinary action has been initiated against the said meter Reader. The consumer may be informed accordingly. Committee further decides that the balance amount recoverable/refundable, if any, be recovered/refunded from/to the consumer along-with interest/surcharge as per instructions of PSPCL.
