4.  ਵਰਨਣ The consumer is having a NRS connection with SL of 19.96 KW (Mobile Tower). The reading for the month 12/2012 was recorded as 37305 units. The consumer was issued bill for Rs.260240/-.
5.  ਫੈਸਲਾ PO explained that the consumer is having a NRS connection with SL of 19.96 KW (Mobile Tower). The reading for the month 12/2012 was recorded as 37305 units. The consumer was issued bill for Rs.260240/-. The consumer instead of depositing the amount requested CE/DS Central to consider his case for ZDSC. The case was registered in ZDSC vide Memo No 2961/63 dt. 28.3.13 subject to deposit of 20% of disputed amount. The case was heard in ZDSC meeting dated 26.4.13, 10.5.13 & finally on 31.5.13 when the case was closed for speaking orders. The petitioner in his petition stated he is having a Tower in village Mallah and as the tower is in a village the supply remains about 8 to 10 hrs daily. He further stated that he was receiving normal bills regularly but in Dec-2012 the meter jumped and recorded a consumption of 37305 units which is not possible by a correct meter. He requested to revise the bill as per average of previous year and the meter may be got checked in ME lab. PO stated that on reviewing the consumption data of the consumer it was observed that the meter recorded the consumption in the month Jan-2013 as 37305 units, March-2013 15207 units and 26.4.2013 20223 units. The prusal of the consumption data shows that the average consumption recorded in the meter of the consumer is 5000 units which seems to be ok according to sanctioned load of the consumer. The meter was got tested in ME lab and the results were declared within limits. DDL of the meter was taken and it was observed that there was huge variation in the daily consumption raging between 200 units (recorded on 9.2.13) to 955 units (recorded on 10.3.13) per day. Further it was observed that the the meter recorded that consumption for the period 5.2.13 to 5.3.13 8032 units, 5.3.13 to 5.4.13 9183 units and 5.4.13 to 5.5.13 14368 units. The new meter in the premises of the consumer was installed on 9.5.13 at IR 10 and the reading recorded on 29.5.13 was 4796 units thus making consumption 7194 for 30 days. The Committee after going through the record produced by the P.O., petition of the petitioner, ME lab report, DDL report and oral discussions observed that as per the report of ME Lab meter is Ok but as per DDL report meter behavior seems to be erratic and there was large variation in consumption as explained by the PO. Further the average consumption as per the consumption data is in the range of 6000-8000 units. So Committee decided to redress the grievances of consumer by overhauling the account from 7/2012 to date of change of meter by taking base period from 5/2011 to 3/2012 for calculating average consumption. Revised notice may be issued to the consumer accordingly.
