1 Sat 17, May 2014  In the meeting the case was discussed and it was noticed that the premises of the consumer was checked by Addl.SE/Enf-3 Amritsar on 22.8.2007 and it was found that the capacity of meter was of 200/5 amps and that of CT was of 100/5 Amps. The meter was not recording energy on one phase because of Blue phase of CT was found defective. This defective CT was replaced with CT of 200/5 Amps. capacity vide SJO No. 189/36142 dt. 23.8.2007 effected on 20.3.2010 but the Revenue Staff of Sub Division did not send the Advice to the computer cell with the result that MF 1/2 remained continued. This connection was checked by SDO/op Technical(West Sub Divn.) Amritsar and vide memo No. 97 dated 31.1.2013 intimated to SDO/Commll. that the CT ration was of 200/5 Amps. and meter was also 200/5 Amps and MF should be one. After the checking of SDO/Op Technical West Amritsar, the account of the consumer was overhauled w.e.f. 20.3.2010 by applying MF 1 instead of 1/2 and Rs. 914720 was charged to the consumer for the period from 20.2.2010 to 19.1.2013 for which wrong MF 1/2 instead of 1 was applied. Consumption data of consumer for the period August 2005 to November 2013 was scrutinized and it was clear that consumption during the period from 30.3.2010 to 19.1.2013 is recorded almost 50% of the consumption recorded before March 2010 and after January 2013 due to wrong application of MF. After detailed deliberation committee came to unanimous conclusion that it was a case of wrong application of MF. Thus the amount charged to the consumer was correct and recoverable alongwith interest/surcharge as per rules of PSPCL
