5.  ਫੈਸਲਾ Brief History This is a MS connection having sanctioned load of 495.919KW. The consumer challenged the meter vide BA 16 no.209/8128 dt.03.01.2014. The meter of the consumer was changed vide MCO no.1/67648 dt. 14.01.2014 effected on dt. 20.02.2014. Before the replacement of the meter, this connection was checked by ASE/MMTS-1, Ludhiana on dt. 17.02.2014 and reported “the DDL of the meter has been taken. On checking the consumption data, it is found that after change of meter the consumption/bill of the consumer has drastically increased. Meter be got checked in ME Lab in the presence of the consumer and change the meter immediately.” The meter of the consumer was taken to ME Lab vide Store Challan no. CH-140320/88145 dt.21.05.2014. ME Lab reported that the accuracy of the meter is within limits. The consumer challenged the energy bills from 11/2013 to 01/2014. Proceedings Sh. Satnam Singh, father of Sh. Mahinder Singh appeared before the committee. In the meeting dt.30.05.2014, the committee asked the consumer to submit his petition to which the consumer pleaded that his request letter may be considered as his petition. The committee directed P.O. to submit copy of MCO due to scroll defective affected on dt.29.09.2013 and against this, the detail of sundry charges, if any, charged to the consumer, the copy of SCO for load extension effected on dt. 30.01.2014 and copy of DDL. In today’s meeting, P.O. submitted reply to the petition submitted by Sh. Mahinder Singh and all the above documents required by the committee in meeting dt. 30.05.2014. OBSERVATIONS The committee deliberated the case in the light of above record. As per ME Lab report dt.21.3.14 the accuracy of the meter is within limits. The reports submitted by ASE/MMTS-1, Ludhiana vide memo no. 237 dt. 29.5.14 also states that after examining the printout, it can be said that there is no jumping of the meter. From the consumption data, it is apparent that though the load of the consumer has been released on dt.30.01.14 but the consumer started using his extended load much earlier than the date of affecting the SCO. Decision The committee discussed the whole case thoroughly and unanimously decided that there is no jumping of the meter in this case. The amount charged is in order.
