5.  ਫੈਸਲਾ Brief History This is a LS consumer having sanctioned load of 1240.260KW. The DDL of meter was taken by Sr.XEN./MMTS-1, Ludhiana on dt.24.6.14 and reported “the software of the meter had gone defective”. CBC, Ludhiana prepared energy bill for Rs.1236680 for the month of 06/2014 on adopted average of 157892 units by taking the base of actual consumption during 06/2013. The consumer deposited whole amount of the above raised bill under protest as the consumer disagreed with the average charged to him. The petitioner approached the office of CE/Ds Central and requested to consider his case for ZDSC, which was accepted vide memo no 6532 dated 14.8.2014. Proceedings Sh. Kawaljit Singh, manager personnel of the firm appeared before the committee. In the meeting dt.28.08.14, the consumer submitted his detailed petition. The committee directed P.O. to present comments on the petition of the consumer, ME Lab report and copy of previous 2 DDLs. In meeting dt.18.09.2014, P.O. submitted the documents required in the previous meeting.The committee further directed P.O. to present report of MMTS on DDLs taken on dt. 17.09.14, dt.05.05.14, and dt.20.02.14 in the next meeting. In today’s meeting, P.O. presented the report of ASE/MMTS-1 Ludhiana prepared vide memo no 423 dated 17.10.2014 before the committee. Decision The committee studied all the documents and deliberated the whole case. The committee, by studying the consumption data, observed a gradual fall in consumption from 04/2014 onwards M/S Bajaj Sons Ltd., Account no: FP-51/0098 till the replacement of meter. The committee further observed that after installation of new meter, the consumption again reached its normal stage as compared to previous year consumption. ASE/EA & MMTS-1, Ludhiana vide his office memo no. 423 dt. 17.10.2014 has also authenticated that the meter recorded the correct consumption till 05/2014 only. On the basis of above, the committee unanimously decided that the a/c of the consumer be overhauled from 11.04.2014 to 07.08.2014(i.e. date of MCO) with the consumption in the corresponding months of previous year.
