5.  ਫੈਸਲਾ Brief History This is a LS consumer having sanctioned load of 950.00KW. The meter of the consumer was checked by ASE/MMTS-1, Ludhiana and reported vide his letter no. 178/179 dt.5.5.14 that the CT/PT unit is not contributing by 18.25% from dt. 7.10.13. The CT/PT was changed on dt.18.4.14 vide MCO no. 193053/11564 dt. 17.4.14. Deputy Director, CBC, Ludhiana vide RBS no. 43/2014 dt. 4.6.14 overhauled the a/c of the consumer form 09/13 to 03/14 and charged an amount of Rs.1235483. Proceedings Sh. Taranjit Singh, manager of the firm appeared before the committee. The consumer, pleaded that as per DDL report dt. 12.09.2013, the scroll is defective and the meter be changed. As a result, he made 2 requests to the dept. for change of meter, but no action was taken in this regard. The consumer further pleaded that as per DDL reports dt. 20.11.2013 and dt. 28.01.2014, nothing was reported regarding meter and CT/PT units. Whereas as per DDL report dt. 09.04.2014, the CT/PT is defective and be changed. Inspite of his repeated requests, no action was taken. In meeting dt.01.08.2014, the committee directed P.O. to get petition from the consumer and present comments on the petition of the consumer, copy of DDL, consumption data since 01/2011 onwards along with date of reading and confirm the exact dates for which the amount has been charged through RBS issued by CBC, Ludhiana in the next meeting. In today’s meeting, P.O. presented the above said documents before the committee. DECISION The committee observed the detailed report on DDL by ASE/EA & MMTS-1, Ludhiana vide memo no.178 dt. 5.5.14 according to which the meter was recording correct voltage(62.35 volts) till dt.28.09.2013, but thereafter, it didn’t record the complete voltage in the temper data and this position was continuously recorded since dt.07.10.2013 and last temper data was recorded on dt.03.04.2014 and it is found that the meter is recording less consumption by 18.25%. The committee, on the basis of above report, unanimously decided that the a/c of the consumer be overhauled from 28.9.2013 to 03.04.2014. Committee further decides that the balance amount recoverable/refundable, if any, be recovered/refunded from/to the consumer along-with interest/surcharge as per instructions of PSPCL.
