5.  ਫੈਸਲਾ Brief History This is a MS connection having sanctioned load of 37.86KW. This connection was checked by ASE/Enf-3, Ludhiana due to defect in display of meter vide ECR no.26/3317 dt.10.03.14. According to site report, the display of the meter was washed and readings were not coming on AC and DC mode. DDL cannot be taken at site. Meter was changed vide MCO no.E41/M/14/189083/07834 dt.12.03.14. The meter was checked in ME Lab vide challan no.140401/88985 dt.03.04.14. As per ME report, ‘the display of meter is off. Readings and DDL of meter are not coming on AC and DC mode. Accuracy of meter cannot be checked.’ Revenue Audit Party, Sunder Nagar Divn. Ludhiana overhauled the a/c of the consumer for the period 09/2013 to 04/2014 on the basis of corresponding consumption of previous year and charged Rs.418215/- vide memo no.679 dt.04.06.14 which was agreed by the Sub-division and the consumer was served a supplementary bill dated 19.6.2011 to deposit by 01.07.2014. Proceedings Sh. Ravinder Kumar, owner appeared before the committee. In meeting dt. 4.7.14, P.O. presented parawise comments of Sr.Xen./Op., Sunder Nagar Divn., Ludhiana on the representation of the consumer which was studied by the committee. The committee directed P.O. to present fresh LCR of Sr.Xen./Op., Sunder Nagar Divn. and up-to date consumption data in the next meeting. In today’s meeting, P.O. presented the above documents before the committee. Observations The committee studied the above documents. The consumer pleaded that his load was 37.86KW. But, during 02/13, he had family dispute and after compromise in 04/13, the installed machinery and family business got divided between them which reduced their business considerably. In support of his plea, the consumer presented a copy of written agreement dt. 01.04.2013. Decision The committee deliberated the whole case. After studying the LCR dt. 30.07.14 and the consumption data, the committee unanimously decided that the already overhauled period (09/13 to 04/14) of the consumer be revised with 3551 units per month by taking the average of consumption recorded during the period 04/12 to 03/13 on pro-rata basis for load of 13.217KW as per fresh LCR no. 1581 dt. 30.07.14 as against sanctioned load of 37.86KW.
