5.  ਫੈਸਲਾ The petitioner is having NRS connection for mobile tower with SL of 19.90KW. The burnt meter of the petitioner was changed vide MCO No 142/94268 dated 15.3.2013 effected on 27.5.13. Audit party, as per Regulation 21.4 of Supply Code, overhauled the account of the petitioner for the period 8/2009 to 12/2012 by taking into account load factor thus making bi-monthly average of 4776 units, as previous consumption pattern was not available and raised H.M. No 36 dated 27.3.13. The petitioner being not satisfied with the amount charged requested the office of CE/DS Central to consider his case for ZDSC which was accepted vide memo No 6790/91 dated 27.8.14 subject to deposit of 20% of the disputed amount. This case was deferred in the previous meetings held on 18.9.2014, 17.10.2014 and 20.11.2014 for want of some documents and finally decided on dated 4.12.14. In today`s meeting Sh. Inderpal Singh, Field Supervisor appeared before the Committee. P.O. told the Committee that as per record meter No. 885095 issued against MCO No 146/43613 dated 4.1.13 is not correct. As per ME Challan no 59 dated 12.11.14 this meter was declared as Burnt. The new meter No. 885460 was installed on 20.8.2013 against MCO No. 3/45690 dated 20.8.2013 with initial reading of 0002 which is working correctly and AEE, Roomi checked the meter on dated 1.12.2014 and found reading 20127. On the basis of consumption recorded from 21.8.13 to 1.12.14 as 20127 units, the Committee decided to overhaul the account of the consumer from 8/2009 to 12/2012 by taking average consumption of consumer 1324 units per month (20125/15=1324). Committee further decided that disciplinary action may be initiated against the delinquent officers/officials who fail to maintain the record properly.
