5.  ਫੈਸਲਾ Brief History: This is MS category connection and the consumer was charged Rs.4183750/-. The meter of the consumer recorded abnormal consumption while his reading was taken in May, 2014 which was to the tune of approximately 26,00,000 units. Accordingly, ADDl.SE,Computer Cell prepared his bill on average basis as per the PSPCL instructions and was issued bill on \"I\" code. The consumer challenged the meter on 6.5.14 and the meter was checked by ASE/Enforcement-III. The KWH reading was recorded as 5718361.70 and during checking the meter become dead stop. It was directed to get the meter changed and taken to ME Lab for its DDL print out. The meter was subsequently, changed and taken to ME Lab where KWH reading as 5760077 and KVAH reading as 5775992 was recorded and the results of the meter was found within permissible limits. Therefore, as per ME Lab report the consumer was charged Rs.4183750/-on account of difference of reading recorded in ME Lab and KWH reading up to which billing was done. Proceedings The consumer in his detailed petition submitted that his average per month consumption was in the range of 18000 units and therefore, such high consumption, is only due to mal functioning or jumping of the meter. The consumer also produced consumption data from 2009 to 2014 alongwith copies of bills and various other checking’s. PO in his written reply submitted that the cumulative reading of the meter was not available in the DDL print out as per ME Lab report. The committee studied the consumption pattren of the consumer from 9/14 and observed that the yearly consumption from 2010 to 2014 was as under:- Year Consumption 2010 163496 2011 171006 2012 166997 2013 193423 Sh.Jeet Kumar (A/c No.W42/CN06/0085(MS) It shows fairly consistent consumption pattern which strengthens the plea of the consumer that higher consumption was recorded due to mal functioning of the meter. Committee also observed that in April,2014, the KWH readings recorded during the month was 2667377 units while in May,2014 it was 5185921 units which shows consumption of approximately 2518544 lac units in one month which is not possible. Decision After detailed deliberation, committee was of unanimous view that accounts of the consumer should be overhauled for the month of May.2014 and June, 2014 by taking the actual recorded consumption of July, 2014 which is 25599 units. Revised calculations should be made and the consumer should be informed accordingly. The case is decided.
