5.  ਫੈਸਲਾ Brief History This is a SP consumer having sanctioned load of 19.900KW. The connection of the consumer was released vide SCO no. E32/S/11/822743/2054 dt. 27.06.2011 but from the very beginning, a lot of difference was found between KWH and KVAH reading. The meter of the consumer was changed vide MCO no. E32/M/13/160888/09065 dt. 10.07.13 affected on dt. 12.07.13. The meter was checked in ME Lab vide ME challan no. 130712/72005 dt. 16.07.13 and reported that the meter is dead, display is defective and reading and DDL are untraceable. Supdt./RAP vide Half Margin no.288 dt. 21.02.2014 overhauled the a/c of the consumer from 08/2011 to 07/2013 by taking the average of recorded consumption of 202 days from 07/2013 to 01/2014. The office of ASE/Op., Focal Point Divn., PSPCL, Ludhiana agreed with the amount raised by RAP and the consumer has been charged Rs.445317. Proceedings Sh. Sukhminder Singh, counsel of the consumer appeared before the committee. In meeting dt.18.09.2014, the committee directed P.O. to get petition from the consumer and submit parawise comments of ASE/Op., Focal Point Divn., Ludhiana on the petiton along with original reading record, fresh LCR of ASE/Op., Focal Point Divn. with special reference to working of meter and nature of connected load. The committee further directed P.O. to get the meter again checked from ME Lab and try to record KWH or KVAH reading. In today’s meeting, P.O. presented all the above documents required by the committee in the last meeting. Sh. Rajeshwar Prasad Account no: SP-05/0760 Decision The committee studied all the documents and deliberated the whole case. The committee while observing the fresh LCR no. 062/705 dt. 16.10.2014 found that the kind of industry was fabrication of hinges. So, the variation in consumption is in accordance with the orders from the market. The committee, further, on perusal of consumption pattern, found that from the installation of meter/release of connection, a lot of difference has been found in KWH and KVAH consumption. Taking cognizance of the fact that up to 05/2014 the KWH reading {43144-2(I.R.)} and KVAH reading{46352-4(I.R.)} are commensurate to each other and PF comes to {43142/46348 = 0.93}. Thus, the committee unanimously decided that the whole period i.e. from the installation of meter to the removal of meter should be overhauled by converting the KVAH consumption to KWH consumption by taking PF as 0.93.
