5.  ਫੈਸਲਾ History This is SP category consumer having sanctioned load of 17.871 KW. This consumer was charged Rs.586300/-. The defective meter of the consumer was changed vide MCO 120199/3143 dated 2.7.12 and the same was returned to ME Lab on 16.7.14 vide store challan no.120710/50321. In 7/12 while effecting the MCO the final reading recorded was 77327 units but when the meter was sent to ME Lab after approximately 2 years the ME Lab recorded the reading as 177327 units showing difference of one lakh units. Accordingly, the consumer was charged for this difference of units. Proceedings The consumer represented that he has a small workshop and is manually doing the work there and his consumption is fairly consistent during the last 4-5 years and it is in the range of 600-1100 units per month. He further pleaded that the meter was removed at the reading of 77327 units but the meter was taken to ME Lab after 2 years and during the transportation its one lakh units figure could have erroneously moved giving difference of one lakh units. PO presented consumption data from 2006 towards and all the relevant documents i.e. copy of store challan etc. to the committee. PO also presented copy of LCR no.3029 dated 4.12.14 prepared by ASE Janta Nagar Divn,Ludhiana. As per this LCR, 3 no. welding sets were installed, out of which 1 no. welding set was found disconnected and total 11.979 KW load was checked against sanctioned load of 17.87 KW. Observations Committee deliberated the case, studied the consumption pattern and all the other relevant documents presented by the PO alongwith details of load checked by ASE,Janta Nagar Dinv.Ludhiana and observed that the consumption pattern of the consumer is fairly consistent and there is no possibility of accumulation of one lakh units. Moreover, while removing the meter, JE clearly mentioned reading as 77327 units, which shows that one lakh units figure must have dropped during transportation. Ravinder Singh (A/c no.SA01/854 ) Decision After detailed deliberation, committee unanimously decided that the reading taken by ME Lab as 173327 units is not correct and the same should be taken as 77327. Therefore, the amount of one lakh units charged to the consumer is not recoverable from consumer. Consumer should be informed accordingly.
