5.  ਫੈਸਲਾ This case, again, came up for hearing before the committee on 26-03-2015. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar presented the case before the committee. Sh. Amarjit Sharma resident of Sangrur appeared before the committee on behalf of consumer. He has presented the Power of Attorney of Smt. Gurinder Kaur w/o Sh. Amrik Singh Chawla Resident of G.T. Road, Paragpur, Distt.Jalandhar which has been placed on record. In the record the name of Smt. Surinder Kaur instead of Gurinder Kaur had been written accordingly the Power of Attorney accepted and placed on record. DECISION: The case has been discussed at length and full opportunity has been given to the representative of the consumer to contradict or otherwise offer any satisfactory explanation to explain the situation of this case as represented by Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar. The consumer’s representative contention was that his actual reading for the month of 1/12 and 3/12 which is available should be charged for 1/12 and 3/12 and average should not be charged as charged by audit. The consumer has also insisted to charge the consumption for the period 1/13 and 3/13 on the basis of actual consumption available for 1/12 and 3/12 instead of charging average consumption as charged by the Audit Party. For rest of the period the committee deliberated the issue and decided that the consumption charged by Audit Party for rest of the period is correct and also agreed to charge actual reading for the period 1/12 and 3/12 which is available instead of charging average consumption for 1/12 and 3/12 as charged by the Audit Party. Also Committee agreed to charge consumption based on 1/12 and 3/12 for the period 1/13 and 3/13 instead of charging the average consumption as charged by the Audit Party. The account of the consumer may be overhauled as per instructions of PSPCL. The case is decided accordingly.

1 Tue 24, Feb 2015  This case, again, came up for hearing before the committee on 24-02-2015. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar presented the case before the committee. Sh. Bhupinder Singh authorized representative of Smt. Gurinder Kaur wife of Sh. Amrik Singh Chawala Resident of GT Road Paragpur, Jalandhar has filed representation today and placed on record. Sh. Amarjit Sharma representative authorized by Sh. Bhupinder Singh has also appeared. Both the authorizations have been placed on record. Sh. Amarjit Sharma is directed to get the power of attorney to appear before ZLDSC by next date from the owner of connection. Sh. Bhupinder Singh has submitted the petition and a copy of the same has been supplied to Dy. CE/DS Circle, Jalandhar for his comments within a week. . It was also observed that connection is in the name of Mrs. Surinder Kaur but power of attorney is given by Mrs. Gurinder Kaur. The consumer represented that actual name of consumer is Mrs. Gurinder Kaur instead of Mrs. Surinder Kaur and they have already requested PSPCL to correct the name in record. Er. Gopal Sharma should confirm this in the next meeting. The case is adjourned to 26-3-15 for further proceedings.
