5.  ਫੈਸਲਾ Brief History This is a MS connection having sanctioned load of 89.98KW. The consumer was charged Rs.527730 for 69429 units from 10.07.2014 to 11.08.2014. The consumer challenged the meter. The meter of the consumer was changed vide MCO no. M/14/210738/13372 dt. 04.09.2014 effected on dt. 11.09.2014. The meter was checked in ME Lab vide ME challan no. 140926/0100014 dt. 28.10.2014 and reported “mItr dw swPtvyAr Krwb ho igAw hY Aqy mItr nuksdwr hY, irjlt sImW iv~c hY, DDL lY ilAw hY[” The consumer deposited Rs.162780 (i.e. the bill for tentative average 22252 units). For the balance amount, the consumer approached the office of Dy.CE/Op., City East Circle, Ludhiana and requested to consider his case in CLDSC. The request of the consumer was accepted vide office memo no. 10221/22 dt. 11.12.2014. The committee, in its meeting dt. 23.12.2014, decided that as the consumer was initially charged Rs.527730 for 69429 units in 08/2014 which was not acceptable to the consumer. Thus, the disputed amount stands Rs.527730 instead of Rs.364750. As a result, the case falls within the jurisdiction of ZLDSC. In compliance of the above decision, the consumer approached the office of CE/Op.,(C ) to consider his case for hearing in ZLDSC which was accepted vide office memo no. 403 dt. 20.01.2015. Proceedings Sh.Sukhminder Singh,counsel of firm appeared before the committee. In meeting dt. 28.01.2015, the counsel of the consumer submitted his detailed petition to the committee. The committee directed P.O. to submit parawise comments on the petition, DDL report, copy of fresh LCR, duly certified copy of up-to-date consumption data after applying correct MF on the relevant parameters and any other relevant document in the next meeting. In meeting dt. 13.02.2015, P.O. presented the above said documents desired by the committee in the last meeting. The committee discussed all the documents and further, directed P.O. to present detailed comments of Enforcement agency on DDL, consumption data from 01/2010 onwards, copy of MSR dt. 11.09.2014 of concerned official, copy of SCO with respect to extension of load and detailed note in respect of release of extension in load in the next meeting. In today’s meeting, P.O. submitted all the above said documents to the committee. Decision The committee, after studying the report of ASE/Enf.-2, Ludhiana dt. 5.3.2015 on DDL and other relevant documents, deliberated the whole case and unanimously decided that the a/c of the consumer for the months of 08/2014 and 09/2014 be overhauled with the actual recorded consumption during the month 05/2014 (i.e. 27733 units).

In today’s meeting, P.O. presented the above said documents desired by the committee in the last meeting.
