5.  ਫੈਸਲਾ Brief History This is a LS connection having sanctioned load of 2450.00KW. On dt. 11/12.9.2014, the consumer gave his option for TOD tariff from dt. 1.10.2014 in the concerned division office. The meter installed in the consumer’s premises was of old version. For the purpose of installing DLMS meter, ASE/MMTS-2, Ludhiana checked the meter vide checking no. 26/2593 dt. 9.1.2015. The meter of the consumer was changed vide MCO no. E42/M/14/219752/10472 dt. 11.11.2014 effected on dt. 9.1.2015. After change of meter, the bill for the month 2/2015 is issued as per TOD tariff. PLEC, charged to the consumer in energy bills from 10/2014 to 1/2015 by Deputy Director/CBC, Ludhiana is as follows: Month Date of Old reading to Date of New reading PLEC (in Rs.) 10/2014 9.9.2014 to 11.10.2014 203342 11/2014 11.10.14 to 11.11.2014 196988 12/2014 11.11.2014 to 9.12.2014 170100 1/2015 9.12.2014 to 9.1.2015 188325 Total 758755 The consumer being disagreed with the above charged amount, approached the office of CE/Op., (C), and requested to consider his case in ZLDSC which was accepted vide office memo no. 1434 dt. 2.3.2015 Proceedings Sh.K.D.Parthi, counsel of firm appeared before the committee. In meeting dt. 27.03.2015, the consumer submitted his detailed petition to the committee. The committee directed P.O. to submit parawise comments on the petition and other relevant documents, if any, in the next meeting. In meeting dt. 21.05.2015, P.O. presented the comments on the petition of the consumer, which were studied by the committee. The committee directed P.O. to submit option letter of the consumer for TOD tariff and documentary evidence showing the date of receipt of the same in the concerned office such as diary no./seniority register, if maintained as well as details of 2/9 M/S Goyal Petrofils Yarns Pvt. Ltd. A/C no: SN-01/00053 calculation of applicable Rebate of TOD in the next meeting. In today’s meeting, P.O. presented the above said documents required by the committee in the last meeting. Decision The committee observed that the firm gave its option letter for TOD on dt.11/12.09.2014. The committee studied Director/D memo no. 2019/45 dt. 11.9.14, deliberated the whole case and unanimously decided that as per prevailing instructions issued vide CC 46/2014 of PSPCL for TOD, the necessary TOD rebate be given to the consumer after taking consumption record from MMTS and fresh RBS be got issued from CBC.
