This is a MS connection having sanctioned load of 53.63KW (from 05/2014). The energy bill for the month 06/2014 was issued for 8944 units. The consumer challenged the meter by depositing Rs.1200 vide BA 16 no. 100/47512 dt. 05.08.2014. The meter was checked at site by
ASE/Enf.-1, Ludhaian vide ECR dt. 27.08.2014 and reported that the accuracy of the meter is within limits but the meter be replaced for testing in ME Lab. The meter was changed vide MCO no. E41/M/14/209816/08870 dt. 27.08.2014 effected on dt. 25.09.2014. The final reading recorded as 857651 KWH and 907238 KVAH. The meter was checked in ME Lab vide challan no. 141022/0103096 dt. 13.11.2014 and reported that the result of the meter are within limits and DDL of the meter could not be taken. RAP vide memo no. 756 dt. 14.01.2015 overhauled the a/c of the consumer from 07/2014 to the change of the meter (dt. 25.09.2014) and pointed out an amount of Rs. 2445984. The Op. S/D fully agreed with the amount detected by audit issued the supplementary bill to the consumer. The consumer, being disagreed with the amount charged, approached the office of CE/Op.,(C ) to consider his case for hearing in ZLDSC which was accepted vide office memo no. 1497 dt. 02.03.2015.
Proceedings
Sh. Yogesh Kumar S/o Smt. Sheela Vij, Sh. Sukhminder Singh, counsel of consumer appeared before the committee. The consumer had already submitted his petition in the concerned Divn. office. In meeting dt. 27.03.2015, P.O. presented comments on the petition of the consumer. The committee directed P.O. to submit fresh LCR with connected load and any other relevant document, if any, in the next meeting. In meeting dt. 21.05.2015, P.O. presented the LCR no. 1947 dt. 19.05.2015 before the committee. The committee further directed P.O. to present up to date consumption data from 04/2010 to till date. In meeting dt. 12.06.2015, P.O. presented the required consumption data before the committee. During deliberations, P.O. brought to the notice of the committee that the required software for taking DDL of ‘Duke’ make meters, which was not available earlier, is now available in ME Lab. To know the actual cause of dispute, the committee

directed P.O. to get DDL done of the meter and produce the comments of ME on DDL. In today’s meeting, P.O. presented the comments of ASE/ME, Ludhiana on DDL vide endrst. No. Spl.-1 dt. 25.06.2015 which reads “ fwtw fwaUnlof krn dI koiSs kIqI geI pRMqUM Duke LT Software iv~c mItr dw fwtw fwaUnlof nhIN ho sikAw[” For further investigation/study of the case, the committee directed P.O. to present original reading record of concerned AAE from 04/2012 to till date, copies of checking of consumer premises during the above mentioned period, if any? to be submitted in the next meeting. The case has been deferred.
