5.  ਫੈਸਲਾ The case came up for hearing again on 28-11-11. Sh. Kashmir Singh, owner himself appeared before the committee. Er. Iqbal Singh Maan, Dy. CE/DS Circle, Kapurthala presented the case before the committee. The case has been discussed in detail again today. The detail of the DDL has been worked out by Dy. CE/DS Circle, PSPCL, Kapurthala and placed on record. CT/PT showed zero working during the period from 20-04-2010 to 20-04-2011 i.e. 12618 minutes in all i.e. 9 days approximately. So, keeping in view the detailed DDL print out, the account of the consumer may be overhauled for the period from 20/04/2010 to 20/04/2011 when the meter remained defective. The total consumption of the consumer during the period from 04/2010 to 04/2011 i.e. 12618 minutes comes to 6904 units. Accordingly, consumption comes to 1534 units per day multiplied by four and a half days (full days) comes to 6904 units. The consumer may be charged accordingly. Interest/surcharge on the recoverable amount may also be recovered as per rules/instructions of PSPCL.
