5.  ਫੈਸਲਾ Dated 10-07-2015: This case, again, came up for hearing before the committee on 10-07-2015. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar presented the case before the committee. Sh. Atul Talwar, General Manager appeared before the committee in person. The case has been discussed at length. It was found that the ME Lab. report though is OK but the print outs taken by Data down loading, tells a different story. The meter was tested on 10-6-15 in ME Lab but it reflected the data of 9-9-2000 onwards, hence the RTC of the meter was defective and the behavior of the meter was erratic. It was decided by the committee that the consumption of period under dispute should be worked out and charged on the basis of KVAH reading of the corresponding year i.e. 2013 and bills for the disputed period may be revised and charged accordingly. The case is decided accordingly and be charged as per instructions of PSPCL.

PROCEEDINGS: This case, again, came up for hearing before the committee on 26-03-2015. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar presented the case before the committee. Sh. Atul Talwar, General Manager appeared before the committee in person today and has produced a copy of the receipt showing the deposit of amount as ordered on the representation is placed on record. He has also submitted his ID proof which is also placed on record. He has requested to a date for submission of his representation in this case. The case is adjourned to the next date in the interest of justice with the direction that the consumer shall submit his representation within 10 days with a copy of the same to Dy.CE/DS Circle, Jalandhar for his comments.
2 Fri 24, Apr 2015  Dated 24-04-2015: This case, again, came up for hearing before the committee on 24-04-2015. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar presented the case before the committee. Sh. Atul Talwar, General Manager appeared before the committee in person. He has submitted the representation to the Dy.CE/DS Circle, Jalandhar and a copy of the same has been produced today which has been placed on record. The Dy.CE/DS Circle, Jalandhar has offered his comments today which have also been placed on record and a copy of the same has been supplied to the consumer for his further action as deemed fit by him.

Since the working of the meter in the ME Lab has checked on 05-01-2015 and declared as OK. Dy.CE/DS Circle, Jalandhar is directed to the get the data down loaded in the ME Lab and submit report in the next meeting. Also it needs to be investigated as to how AEE allowed the consumer in the month of June and July 2014 to get the amount deposited on an average basis when the behaviour of the meter as pointed by the consumer was erratic and to explain as to why the meter was not removed in the month of June/July. 2014. Also Dy. CE/DS Circle, Jalandhar is directed to bring in the next meeting any checking made by the Enforcement Staff or by DS Organization of this consumer before June/July, 2014. The case is adjourned to the next date i.e. 15-5-15 in the interest of justice.

Sh. Atul Talwar, General Manager appeared before the committee in person. Sh. Gopal Sharma Dy.CE DS Circle, Jalndhar has pointed out that no checking, in this case, is available before 6/2014. In order to further look into this case the DDL may be brought on record of the committee and Dy. CE/DS Circle, Jalndhar is directed to bring the same on record before the next date. The case is adjourned accordingly to the next date.
