5.  ਫੈਸਲਾ This case, again, came up for hearing before the committee on 21-05-2015. . Er. Amritpal Singh, Dy.CE/DS Circle, Kapurthala presented the case before the committee. Sh. Deepak Gupta Facility In-charge appeared before the committee on behalf of consumer. DECISION: The case has been discussed at length and sufficient time has been given to the consumer\'s representative to bring anything specific to show any thing on the merits of the case which he has failed to do so. Dy. CE/DS Circle, Kapurthala had ordered for down load the DDL and ME report dated 14-5-15 now placed on record, has reported that the meter is burnt and DDL is not possible. The report has been placed on record. From the consumption data it has been observed that before and after of occurrence of burnt meter the consumption is almost on the same pattern. The committee decided that the consumer be charged for the highest consumption of 2013 i.e. 11375 units for the disputed period. The account of the consumer may be overhauled accordingly as per instructions of PSPCL. The case is decided accordingly.

He has directed to submit his written representation within 10 days to the committee with a copy to Dy.CE/DS Circle, Kapurthala who will offer his comments within next 10 days. CE/DS Circle, Kapurthala. Dy.CE/DS Circle, Kapurthala has produced his comments before the committee which have been placed on record. A copy of the same has been given to representative of the consumer for his further comments within 7 days to ZDSC with a copy to Dy.CE/DS Circle, Kapurthala for his further action. The case is adjourned in the interest of justice. The Dy.CE/DS Circle, Kapurthala is further directed to get the meter investigated whether the data can be down loaded or not and if possible the same should be down loaded and put up before the committee on next data of meeting i.e. on 15-05-2015.
