ASE/Enf.-2, Ludhiana vide ECR no. 26/930 dt. 04.06.2015 checked the meter of the consumer and reported”1) cYikMg smyN mItr ifsplyA qy phase segment I Aqy II bilMk kr rhy hn pr III nM. siQr hY Bwv KVw hY[ 2) ERS nwl mItr dI AYkUrysI cYk krn qy mItr -33.08% hOlI cldw pwieAw, cldw Bwr 61.87KW, pwvr PYktr 0.92[

ASE/Enf.-2, Ludhiana vide letter no. 646 dt. 08.06.2015 informed ASE/Op., CMC Divn., Ludhiana that due to Blue Phase current failure, the meter is working slow by (-)33.08%. After studying DDL, it is found that the Blue Phase current failure is continuously from dt. 16.03.2013 (786 days). The a/c of the consumer be overhauled accordingly.
The meter was changed vide MCO no. E12/M/15/241982/10025 dt. 05.06.2015 effected on dt. 10.06.2015. The final reading on MCO was shown as 3135012KWH, 3397278KVAH and MDI was 127.87.
Divn. office overhauled the a/c of the consumer for 786 days and issued a supplementary bill of Rs.1109145. The consumer, being disagreed with the amount charged, approached the office of CE/Op.,(C ) to consider his case for hearing in ZLDSC which was accepted vide office memo no. 3814 dt. 17.06.2015.
Proceedings
Sh. Sukhminder Singh (retd. SDO, PSPCL), counsel of consumer appeared before the committee. The consumer, through a letter, requested the committee to provide him certain documents relating to the dispute so that he may prepare/submit his petition. The committee directed P.O. to provide the requisite documents to the consumer, submit parawise comments on the same if the petition is submitted well in time, also get the meter checked in ME Lab and submit ME Lab report along with DDL before the committee in the next meeting. The case has been deferred.
