5.  ਫੈਸਲਾ History The consumer challenged his meter by depositing Rs. 450/- vide BA 16 No 590/8829 Dt. 18.2.14. The meter of the consumer was got checked from Addl. S.E/Enf.-1 Ldh. He reported vide his ECR no. 22/423 Dt. 31.3.14 that the LT CT meter Sr. no. 04242135 make L&T , capacity 200/5 amp. and CTs 100/5 amp were installed and accuracy of the meter was checked with LT , ERS meter which was within limit. The consumer requested the Chief Engineer /DS Central for registration of his case in ZDSC as 0.5 M.F should be applied instead of 1. Proceedings The case of the consumer was heard four times i.e 20.11.14 ,4.12.14,19.12.14 and 28.1.15 and Sh. Vijay Jindal attended these meetings. In the previous meeting PO was asked to submit AO/field report and ME Lab report regarding meter and CTs capacity. PO submitted the report of AO/field Ldh. Dt. 9.1.15, calculation for the amount to be refunded to the consumer, copy of challan No.1143 dated 29.12.2014 in which ratio of the CTs was found to be 100/5 Amp as per ME Lab report. PO also submitted report of Sr. Xen/Aggar Nagar in which he has certified that the 3 phase LT-CT make L&T meter no. 04242135, capacity 200/5 amp and CTs Serial No. 7186,6863,5214 make Ashmor were installed vide SCO no. 65/16933 Dt. 6.12.06 on the consumer premises and the same was removed vide MCO no. 224297/12469 Dt. 16.12.14. It is further certified that the same meter & CTs remained installed at consumer’s premises from the In the dispute case of Sh. Vijay jindal (GC51/1155) release of connection up to the date of removal of meter and CTs vide MCO no. 224297/12469 Dt. 16.12.14. Decision The committee considered the above facts and concluded that the capacity of meter installed at consumer’s premises was 200/5Amp and capacity of CTs installed at the consumer premises was 100/5Amp as per report of Addl.S.E/Enf-1 ldh dt. 31.3.14, Sr.Xen,Aggar Nagar,AO filed Ludhiana and other documents submitted by PO. Hence consumption should have been calculated by applying 0.5 M.F instead of 1 till this meter and CTs remained installed at consumer’s premises and amount verified by AO field should be refunded to the consumer.
