5.  ਫੈਸਲਾ History This is NRS category consumer having sanctioned load as 384.956 KW and the supply is being used for Nursing Home. This consumer was charged Rs.1050626/-. This connection was checked by ASE, Enforcement-III, Ludhiana vide ECR no.10/3325 dated 15.10.2014 and reported that the meter was found running slow by 34.56%. The DDL of the meter was also taken. Accordingly, accounts of the consumer were overhauled from 3/14 to 8/14 by taking slowness factor as 34.56 and an amount of Rs.1050626/- was charged to the consumer. Proceedings The consumer represented that the amount charged to him was very much on the higher side as overhauling the accounts for 6 months by taking slowness factor as 34.56% was too harsh. As a result of which the consumption of 5/14 was enhanced from 54866 units to 83842 units which is totally unrealistic and similarly for other months also and requested for studing the DDL print out also before taking any decision. PO presented a copy of DDL print out which had details after 18.09.14 only and also the report of ASE, MMTS vide his memo no.952 dated 4.12.14. As per the report of ASE, MMTS the missing potential has been recorded after 18.9.14 because this meter records only 175 no. tempers and the same were exhausted from 18.9.14 to 14.10.14. From the DDL print out there is recovery of yellow phase potential on 29.9.14. Observations Committee deliberated the case, studied the consumption pattern, DDL print out and its reply as submitted by PO and observed that the DDL print out is available only from 18.9.14 to 14.10.14 and during this period also there is recovery of yellow phase potential on 29.9.14. O.P.Arora (A/c no.CS1/203) Decision After detailed deliberation committee unanimously decided that the accounts of the consumer should be overhauled from April to the date of change of meter by taking the actual recorded consumption for the same months of the previous year except for July,2014 during which the actual consumption is more than the actual recorded consumption in July 2013 . Revised Calculations may be prepared and the consumer should be informed accordingly.
