5.  ਫੈਸਲਾ History The consumer challenged his meter on dt. 21.1.14 by depositing the requisite challenged fee. The connection of the consumer was checked by Addl.S.E/Enf-3 vide ECR no. 35/3315 dt. 24.1.14 and reported that “the accuracy of the meter was checked with LT, ERS meter which was found within limits. The reading of KWH & KVAH of meter on dt. 3.1.14 was 966310 and 986200 respectively whereas kwh & kvah readings of meter on dt 24.1.14 was 1927518 and 1969952 respectively. The software of the meter was gone defective so the meter of the consumer may be replaced immediately and got checked in ME Lab for accuracy of ME seals. The meter of the consumer was replaced vide MCO no. 184790/07296 dt. 28.1.14 and the same was got checked in ME lab vide store challan dt. 7.3.14. The accuracy of the meter was found within limits and DDL could not be taken. The kwh & kvah reading recorded as 1938818 & 1981294 respectively. On the basis of the report, the consumer was charged difference of units of 972508 (1938818-966310) and charged Rs. 6878840/- after adjusting N-Code amount for the month of 2/2014. The consumer did not agree with this amount and approached to Ce/Central for registration of the case in ZDSC. The case was registered in ZDSC vide memo no. 9861 Dt.19.12.14 Proceeding The case of the consumer was heard on 8.1.15, 13.2.15 and finally decided on 5.3.15. P.O. submitted the petition and its parawise reply alongwith the copy of original MCO, 6 years consumption data and present LCR. Committee asked the P.O. to make efforts to get the DDL and submit in the next meeting. PO submitted DDL of disputed meter and from the DDL it is clear that the software of the meter has gone defective. Decision The Committee after scrutiny of the record decided that the A/C of the consumer may be overhauled from 7/2013 to the date of change of the meter on the basis of average of actual consumption of new meter for the period 8.2.14 ( from the date of installation of new meter) to 11.2.15 (reading as per LCR dt 11.2.15 (i.e 1 year) i.e 20218 units/months. As per this LCR dt. 11.2.15 the total load detected was 103.980 KW against the sanctioned load of 84.98 KW, so for excess load action may be taken as per prevalent instructions of PSPCL. The case is decided.
