5.  ਫੈਸਲਾ History This is a MS category connection having sanction load 94.110 kw. The connection of the consumer was checked Addl.S.E/Enf-2 ldh on dt. 20.11.14 and the meter was reported slow by 33% due to carbonization of potential wire of blue phase. On the basis of this report AEE/Com. Estate vide notice dt 28.11.14 asked the consumer to deposit Rs. 404130 for slowness of meter for the period to 1/14 to 10/14. The consumer did not agree with this amount and approached the office of CE/Central for registration of the case in ZDSC which was accepted. Proceeding The case of the consumer was heard on 8.1.15, 13.2.15 and finally decided on 5.3.15. P.O. submitted the Petition and its parawise reply. Committee asked the P.O. to bring speaking orders of Addl..S.E/Enf. for charging the amount to the consumer for 285 days in the next meeting. PO submitted in today’s meeting speaking order of Addl. SE/Enf-2 Ldh dt. 19.2.15. Decision Committee studied DDL report and speaking orders of ASE/Enf-2 Ldh dt. 19.2.15 and observed that total failure duration of Blue Phase comes out to be 285 days 18 hrs and 28 minutes. From the above it is clear that the amount charged to the consumer is correct and recoverable. Further Committee decided that the balance amount recoverable/refundable, ifany, be recovered/refunded to the consumer along with interest/surcharge as per instructions of PSPCL.
