5.  ਫੈਸਲਾ History The Bill for the month of 8/2014 was issued for 266674 units for Rs. 2042534/-. The consumer challenged the meter by depositing meter requisite fees. The meter of the consumer was replaced vide MCO No.208052. /06155 dt. 14.8.14.and got checked in ME lab vide store challan dt. 7.1.15. As per ME report, the meter was dead on blue phase, the accuracy of the meter was found 32% slow on dial test and DDL could not be taken. Proceeding Sh. Deepak Gupta appeared before the committee and he submitted that occupancy rate of hospital is quite low and he is consuming very less power so the amount charged to him should be refunded. PO was asked to get the petition from the consumer and detailed reply of the petition, last 5 year consumption data, complete ECR from the Addl.SE/Enf ( along with ERS meter checking of the meter) may be submitted in the next meeting. PO submitted petition and reply of the petition, 5 year consumption data and AEE/Aggar nagar unit -2 dt. 4.3.15 . from the consumption data. Committee observed that the MF of the consumer changed from 1 to 0.5 in March 2012. Committee asked the PO to submit detailed facts in the next meeting. PO submitted the detail regarding change of MF from 1 to 0.5 in March 12 along with relevant document. Observation and Decision Committee studied the case and observed that as per ME report meter is dead on blue phase and it was 34% slow. so the account of the consumer from 1/2014 to the date of change of meter be overhauled by enhancing the consumption 1.5 times of the earlier recorded consumption except for the month of 8/2014. Consumption of the consumer during 8/2014 is abnormally high, the A/C for the month of 8/2014 be overhauled on the basis of corresponding consumption recorded during 8/2013 and raise the demand accordingly.
