5.  ਫੈਸਲਾ This case, again, came up for hearing before the committee on14-08-2015. Er. Gopal Sharma, Dy.CE/DS Circle, Jalandhar presented the case before the committee and parawise reply was also furnished by him. Sh. Hemant Narang appeared in person before the committee. He has finally contested the period 07/2012, 08/2012, 09/2012 only and the same is decided as under:- After discussions the Committee decided to charge 38670 units for the month of 7/2012 billed in 8/2012 corresponding to the consumption of 7/2011 billed in 8/2011. The consumer demanded a rebate on particular date i.e. 28.8.12 when the meter jumped and it has shown 3171 units as per recorded consumption of that date, for which the committee decided to charge 1300 units on average basis instead of 3171 units i.e. for the month of 08/2012 billed in 09/2012, a rebate of 1871 units for that day i.e. 28-8-12 be given to the consumer. The consumer further demanded a rebate for jumping of various dates i.e. 3.9.12 (5744 units), 8-9-12 (2343 units), 12-9-12 (3234 units) and 19-9-12 (2114 units), for which the committee decided to charge the units for the month of 09/2012 billed in 10/2012 corresponding to the consumption of 09/2011 billed in 10/2011 i.e. 39901 units instead of 42051 units previously charged. Hence, the account of the consumer be overhauled accordingly and amount be charged/refunded as per instructions of PSPCL.

PROCEEDINGS:Dated 10-07-2015: This case has been remanded back to the ZDSC by the Forum vide Case No. CG-120 of 2014, Instituted on 17-11-2014, closed on 05-02-2015 for passing speaking orders in the decision taken on 14.8.14 by the ZDSC. Sh. Hemant Narang appeared in person before the committee. This case has been taken up today and it was pointed out by the petitioner that while deciding the case the committee has taken only the consumption of month 7/2012 as disputed month and that too the corresponding month of 2011 and 2013 was not charged. Instead of 5/2013 consumption was taken as consumption for 7/2012. He prayed that the month of 7 of 2011 and 2013 may be considered for assessing the consumption of 7/2012. It was also pointed out that rest of the month were not considered. He has submitted his written representation dated 10-7-15 which has been placed on record and copy of the same has been supplied to Dy.CE/DS Circle, Jalandhar. Dy. CE Janadhar is directed to supply parawise reply on the petition in detail within 10 days so that the committee can decide the case in the next meeting. The case is adjourned accordingly.
