5.  ਫੈਸਲਾ This case, again, came up for hearing before the committee on 21-10-2015. Er. Sanjiv Kumar Dy.CE/DS Circle, Nawanshahr presented the case before the committee. Sh. Manohar Lal alongwith Sh. Vikramjit Singh EB Coordinator of VIOM a unit of TATA was present in the meeting on behalf of consumer. It was observed that the part of the proceedings of the ZLDSC held on 14-8-15 had been skipped over and not pasted properly in the minutes of the meeting held on 24-9-2015 and the same be pasted and added in the proceedings of the ZLDSC held today in order to complete the proceedings of this case. The letter from Dy.CE/DS Circle, Nawanshahr No. 21885/90 dated 16-10-2015 has been received and placed on record. DECISION: The matter has been deliberated at length and it has been decided that actual consumption of the corresponding period i.e. 8868 units for November. 2012 be charged for November. 2013. Further difference of final reading i.e. 11537 units (Final reading as per ME report i.e. 514403 units minus units charged upto Nov., 2013 i.e. 502866units) be also charged from the consumer, for which the consumer has agreed. The case is decided accordingly and the amount be charged/refunded as per instructions of PSPCL. It was observed that the meter has been returned to ME Lab with the certificate that it is not a challenged meter but it was challenged meter and action needs to be taken against JE concerned for recording wrong certificate. Dy.CE/DS Circle, Nawanshahr may initiate action against the official.

PROCEEDINGS: This case came up for hearing before the committee on 10-07-2015. Er. Sanjiv Kumar Dy.CE/DS Circle, Nawashahar presented the case before the committee. Sh. Manohar Lal, Assets Manager appeared before the committee in person. He is directed to file his Power of Attorney to represent the case before the next date. He wants to submit his representation and wants time for it. The case is adjourned accordingly in the interest of justice. He is directed to submit his representation within 10 days to Dy.CE/DS Circle, Nawashahar with a copy to ZDSC. Dy.CE/DS Circle, Nawashahar is directed to submit his comments on the representation of the consumer within 10 days after the receipt. This case relates to the period 11/2013 but it has now been fixed before the ZDSC. The reasons for this delay may also be explained at the time of giving the comments by the Dy. CE/DS Circle, Nawashahar. The meter of the consumer has been checked in the ME Lab, or not, the details thereof be also furnished along with copy of the ME Lab. report. The calculation of the amount charged be also enclosed with the comments. The case is adjourned accordingly.
2 Fri 14, Aug 2015  This case, again, came up for hearing before the committee on 14-08-2015. Er. Sanjiv Kumar Dy.CE/DS Circle, Nawanshahr presented the case before the committee. Sh. Anil Kumar, Asstt. Manager appeared before the committee in person. He has produced his original copy of Power of Attorney which has been placed on record. In this case the comments of Dy.CE/DS Circle, Nawanshahr have been received and are on record. Dy. CE/DS Circle, Nawanshahr is directed that a copy of this be supplied to the consumer for his rebuttal within 10 days and further action. The DDL of the meter should be procured and produced before the committee. The case is adjourned accordingly to the next date.
3 Thu 24, Sep 2015  This case, again, came up for hearing before the committee on 24-09-2015. Er. Sanjiv Kumar Dy.CE/DS Circle, Nawanshahr presented the case before the committee. Sh. Anil Kumar, Asstt. Manager appeared today on behalf of the consumer and he has produced his Power of Attorney which has been placed on record. Petition of the consumer already stands submitted on 14-8-15. Dy.CE/DS Circle, Nawanshahr is directed to give parawise comments/reply on the representation and he should supply copy of the same to the consumer within 10 days and consumer is directed to submit his rejoinder, if any, within next 10 days. The case is adjourned accordingly.
