5.  ਫੈਸਲਾ This case again came up for hearing before the Committee on 07-06-2016. Er. Sanjeev Kumar, Dy. CE/DS Circle, Nawanshar presented the case before the Committee. Sh. Bikramjit Singh, Coordinator of the firm appeared before the committee on behalf of the consumer. The Dy.CE/DS Circle, Nawanshahr vide Letter No. 11184/88 dated 2.6.2016 intimated that DDL of the meter could not be done even by the representative of meter manufacturing Company (Avon Co.). The committee studied the consumption pattern of the consumer and observed that consumption of 123064 units as recorded from 6.10.2015 to 9.11.2015 (date of replacement of meter) appears to be due to jumping of reading of the meter, although the accuracy of the meter was reported within limits in ME/lab. The case was deliberated at length and the Committee unanimously decided that the average on proportionate basis (for the disputed period) be taken from consumption as recorded in 08/2015 i.e. 7983 units and account be overhauled accordingly.

PROCEEDINGS: DATED 28-03-2016: This case came up for hearing before the Committee on 28-03-2016. Er. Sanjiv Kumar, SE/DS Circle, Nawanshahr presented the case before the Committee. Sh. Bikramjit Singh, Coordinator is present today on behalf of the consumer. He is directed to furnish Power of Attorney on the next date. He has not submitted any representation. He is directed to submit his representation within 7 days to the Committee with a copy to Dy. CE/DS Circle, Nawanshahr. Dy. CE/DS Circle, Nawanshahr is directed to submit his detailed comments on the representation of the consumer within 10 days to the Committee members with a copy to the consumer. The consumer shall submit his rebuttal, if any, to the Committee within 10 days thereafter.
The Dy. CE/DS Circle, Nawanshahr is directed to supply the following information/record to Committee members:-

1. The details of increase in load, if any, from the year 2013 till date.

2. Details of checking carried out by various agencies, if any, from 2013 till date.

3. DDL of the meter be done and put up before the Committee along with analysis report.
4. Original reading record from the year 2013 onward be put up before the Committee.
5. Joint checking including load by the Operation and Enforcement staff of the current meter be done and report be sent to Committee members.

The case is adjourned to the next date.
2 Fri 29, Apr 2016  This case, again, came up for hearing before the Committee on 29-04-2016. Er. Sanjiv Kumar, SE/DS Circle, Nawanshahr presented the case before the Committee. Sh. Bikramjit Singh, Coordinator is present today on behalf of the consumer. Sh. Bikramjit Singh has submitted that he has not been able to get the Power of Attorney and he has promised to produce the same in the next date. Dy. CE/DS Circle, Nawanshahr has confirmed that the DDL in this case is possible as confirmed the office of SE/Metering, Patiala and the same shall be done and produced before the Committee before next date. The case is adjourned to the next date.
