5.  ਫੈਸਲਾ This case, again, came up for hearing before the Committee on 07-06-2016. Er. Gopal Sharma, Dy. CE/DS Circle, Jalandhar presented the case before the Committee. Sh. Parvesh Chadha EP Coordinator appeared before the Committee on behalf of the consumer. He has submitted the letter of authorization which has been placed on record. The copy of the reply/comments submitted by PO, on the petition was supplied to the representative of the consumer. He submitted that he does not want to give any more documents in rebuttal. The case was deliberated at length. As per the report of ME Lab.,the meter was found to be erratic in functioning which resulted into recording of abnormal consumption during the disputed period (11/2013 to 5/2014). The committee observed that the consumption as recorded during corresponding period of previous is not consistent, possibly due to recording of bogus/wrong readings (especially from 11/2012 to 2/2013). Therefore, it was decided that for the disputed period 11/2013 to 10.05.2014 (date of replacement of meter),the consumption of same period of succeeding year be charged from the consumer in this case and account be overhauled accordingly.

2 Fri 29, Apr 2016  PROCEEDINGS: DATED 29-04-2016: This case came up for hearing before the Committee on 29-04-2016. Er. Gopal Sharma, Dy. CE/DS Circle, Jalandhar presented the case before the Committee. Sh. Parvesh Chadha EP Coordinator appeared before the Committee on behalf of the consumer. He is directed to produce Power of Attorney before the next date. He has submitted the petition in this case dated 29-4-16 which has been placed on record. A copy of the same has been supplied to Dy. CE/DS Circle, Jalandhar for his comments within 7 days to the Committee with a copy to the consumer for his rebuttal, if any, within the next 10 days thereafter. He is further directed to produce the following information to the Committee before the next date.

1. ME Lab report of old meter replaced on 1-10-2013.
2. Extension in Load if any, from 2012 till date.
3. Checking carried out by any agency from 2012 till date.
4. Consumption along with reading, meter code in tabulated form from 2012 till date.
5. DDL of the meter be done and put up report along with analysis to the committee.
6. Why the connection was not disconnected when the consumer became defaulter during 12/2013 and person responsible for the same.
7. Against outstanding of Rs. 956210/- during 2/2014 an amount of Rs. 358230/- received from the consumer. The officer who has made the orders for installments and why not the balance amount has been recovered till 11/2015.

The case is adjourned accordingly to the next date.
